This is a contingent position upon award This position requires US Citizenship, an Active TS/SCI security clearance and ability to perform in both CONUS and OCONUS locations.
This position may be located in VA, AL, TX, D.C., or OCONUS
Army Protection Program (APP) Analyst
Specific Duties and Job Description:



  • Provide programmatic and technical assistance to ensure the SPP Branch supports the HQDA Army Protection Division in the areas of Protection related programs for the Army


  • Assist in drafting, editing, and staffing written documents for integrating the APP and protection-related functions and concepts into Army strategic documents such as the ACP and other components of The Army Plan (TAP) and subsequent required support for the Joint Capability Area - 7 Protection reporting to the Joint Chiefs of Staff as required by AR 525.30 Army Strategic Readiness


  • Support the administrative requirements surrounding the annual Army Protection Program Assessments (APPA) trend report that encompasses the current fiscal year APPA results focusing on benchmark deficiencies, reoccurring deficiencies, and best practices


  • Support the SPP Chief in the development of the report which will be utilized to sustain or increase protection readiness for all units. In order to capture trends over time this report primarily analyzes trends for the current FY and two previous FY's ends analysis and reporting


  • Apply DA written correspondence standards IAW with AR 25-50 (Preparing and Managing Correspondence) and DA MEMO 25-52 (Staff Action Process and Correspondence Policies) to ensure all documentation needed to implement the decisions and requirements of the Army Protection Program Board of Directors (APPBOD) Chairs


  • Assist the Government with preparing guidance/tasking/data calls for forwarding from the APPBOD to supporting elements and track their input/responses. This product includes but is not limited to writing, consolidating, and editing input from various ARSTAF sections


  • Provide administrative support, in the form of preparing written documentation as required, to the APP management framework


  • Prepare locations and written documentation for quarterly APPBOD meetings (e.g. logistics, agendas, minutes, etc.), and other meetings supporting APPBOD objectives


  • Prepare written recommendations for forwarding from the APPBOD to Army decision makers or enterprise level management/resource bodies for their review and guidance


  • Provide professional and qualitative written recommendations for aligning HQDA Army Protection Division programs integration as required at the Federal, DoD, State, and Local levels


  • Analyze and provide written recommendations for the Government Lead in support of Army Protection connected tasking's across the Army and shall provide research efforts for monitoring, tracking and resolving potential resultant tasks and products


  • Provide timely and accurate document control between HQDA Army Protection Division's internal (i.e. EM; MA; InT; and SPP) ARSTAF, ACOMs, ASCCs, DRUs and external stakeholders. The Contractor shall interface with key contacts and sources to coordinate relevant information regarding assets. The Contractor shall apply DA written correspondence standards to all draft and final documents


  • Provide staff support for administrative functions to ensure accurate and timely responses (incoming and outgoing) to SACO and JACO office tasking, routing, tracking and updates including the development of the Form 5 documentation within the TMT


  • With Government coordination, shall ensure information is shared with other Army/DoD enterprise management boards: Army Services and Infrastructure Core Enterprise (SICE); Defense Force Protection Working Group (FPWG); Defense Energy Grid Security Executive Council (EGSEC); the Mission Assurance Senior Steering Group (MASSG); Energy Resilience Working Group (ERWG) the Army Senior Energy Council (SEC); and, other Senior level forms that impact protection related forums


  • Prepare briefings, information/decision papers, policy documents, staffing packages, letters, Execution Orders (EXORDS), memorandums and official multimedia correspondence as directed by the respective Division/Government lead


  • Attend meetings on behalf of the respective Division. After the meeting, the Contractor shall provide a copy of the meeting agenda, the meeting minutes and a written executive summary (EXSUM) of the meeting as directed by the respective Division/Government lead. The Contractor will use effective and grammatically correct written communication skills that conform to the Army style prescribed in AR 25-50 and DA Memo 25-52


  • Schedule rooms, video teleconferencing sessions, maintain contact lists, and disseminate notifications, agendas, read-ahead packages for all meetings and conferences as directed by the respective Division/Government lead


  • Maintain an active file of all contract deliverables in one location accessible to the Government lead, the Division Chief and the COR for surveillance purposes


  • Maintain and support the maintenance of accurate files of documentation, records, and reports in accordance with AR 25-1 (Army Knowledge Management and Information Technology) and AR 25-400- 2 (Army Records Information Management Systems)


  • Create and maintain an electronic continuity book and update the continuity book as needed, documenting all, if any, changes that have occurred. The Continuity Books shall be uniform and easily accessible to the other staff in the office area/respective Division


  • Maintain appropriate security clearance commensurate with daily access to classified secret material


  • Respect all persons in the office and Contractor actions shall be congruent with Army EO, EEO, Sexual Harassment and Assault prevention initiatives


  • Contribute (fair share) to the common activities necessary for general office space cleanliness and functionality, i.e. prepare burn bags for the destruction of classified material and drop them off at the Remote Delivery Facility (RDF) as prescribed


  • Other duties as assigned


    Position Requirements:


    • 4 years of experience


    • Bachelor's degree


    • Experience in the Protection (i.e. LE, PS, AT, or any primary function), on the Army/Joint Staff and/or Major Army Commands in the area of Policy


    • Proficient in planning and execution of working groups


    • Operational experience using standard automated toolsets to monitor database performance and maintain database operation


    • Ability to assist with drafting Army EXORDs, FRAGOs, meeting minutes and EXSUMs and strategic documents


    • Working knowledge of all military and governments regulations, applicable to their specific tasks and/or as directed by the respective Division


    • Working knowledge and understanding of "How the Army Runs" in the current operating environment


    • Ability and willingness to perform both CONUS and OCONUS travel


    • Must be US Citizen


    • Active TS/SCI clearance


      Preferred:

      • Prior military service in the Army is preferred
