Job Description:

The Director, United States Army and Missile Defense Security Assistance, leads enterprise efforts to achieve favorable security assistance and Foreign Military Sales decisions from the U.S. Army and the Missile Defense Agency (MDA) through coordination between the businesses and USASAC and other DoD offices as required on critical program, technology, and foreign military sales process steps necessary for the success of highly complex international captures.

Key Responsibilities:

This position will manage coordination between the businesses and USASAC and Army program officials and MDA on critical foreign military and related direct commercial sales issues for highly complex international captures, exceptions to national disclosure policy, MILDEP policy, co-production and co-development technology transfer, and company-government interaction on FMS issues such as the development of Letters of Request, classified briefings, Price and Availability, and Letters of Offer and Acceptance.

This position must build and sustain productive trust-based relationships and networks across USASAC and Army program offices and MDA as required to actively promote Raytheon's reputation, business objectives and to resolve key foreign military sales issues. This position must be able to identify critical paths for engagement throughout local DoD offices for early and sustained engagement. The position must be able to lead cross-functional efforts to include executives from business units and Raytheon International, Inc to deliver relevant and timely information to DoD stakeholders, and to respond to queries from Raytheon senior leaders.

The incumbent will coordinate across businesses, Raytheon International, Inc., leadership and various U.S. Army agencies in support of 20-25 captures or international efforts simultaneously at any phase of the Raytheon business cycle. Also the position will be directly involved in training business unit and functional leaders, including executives, on best practices.

The incumbent must understand numerous aerospace and defense technologies in the Raytheon portfolio, and be able to coordinate effectively among business development, Engineering, and export compliance for Raytheon program to tailor technical information relevant to USASAC leadership and US Army program and MDA managers and engineers.

The successful incumbent will provide a consistent one-company face to relevant DoD offices so that this is the first person that the Commanding General, USASAC and staff will contact when faced with an issue regarding a Raytheon FMS case. The Director will assist and guide Raytheon programs as they navigate through USASACs and MDAs security assistance FMS processes.

Capabilities/CFM:

Established and recognized expert on the U.S. Armys security assistance and FMS processes.

Capable of establishing and maintaining a trust-based relationships with USASAC and other U.S. Army and MDA offices and represent the company in discussions with U.S. Army and MDA officials responsible for security assistance approvals.

Will also be responsible for understanding and communicating DoD issues and concerns with specific international efforts so they can be addressed in Raytheons interactions with customers and other DoD offices.

The Director will report directly to the Vice President, International Release and Implementation for Raytheon International Inc. in Rosslyn, VA

Required Skills:


  • Fourteen plus years progressive experience working with military/defense customers
  • Relevant FMS experience working with DoD offices
  • At least Secret Clearance with current SSBI
  • Detailed understanding of DoD Security Assistance processes
  • General knowledge of U.S. Army program offices and technologies
  • General knowledge of Raytheon technologies that will be subject to FMS
  • Demonstrated ability as a cross-functional team leader
  • Strong oral and written communication skills demonstrated by successfully developing and presenting technical material to a Government audience
  • Successful builder of relationships and trust with customer
  • Strong problem solving skills ability to understand customer issues and concerns and be able to map out a satisfactory company response/approach that enables meeting company business objectives
  • Ability to communicate highly technical issues to business executives and corporate decision makers


    Desirable Skills:


    • First-hand experience with U.S. Army security assistance and foreign military sales processes
    • Understanding of defense industry export license submission process and the U.S. Government review and approval process through the Departments of State (DDTC), and DoD (DTSA)
    • Existing positive relationships with the relevant U.S. Army and DoD offices
    • Prior experience in Government

      Degrees:

      BA or BS; MS, MPA or MBA highly desired

      Majors:

      International Affairs; Engineering; Business Administration; Public Administration

      Location:

      Huntsville, AL (preferred); Arlington, VA

      Clearance Level:

      Secret with current SSBI mandatory

      This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
