Job Description:

Raytheon RMD has an immediate opening for a Manager III analyzing competitive intelligence and Position to Win (PoTW). This position will support the Naval Power Capability Area, the 2nd largest capability area in RMD. Duties include synthesizing intelligence from primary and secondary sources to recommend Raytheons most strategic positioning on US and international pursuits. This position regularly presents findings and recommendations to executive level audiences. This position works closely and yet independently with a cross-functional teams to determine competitor technical solution(s), bid strategy and probable behavior. The role requires a strong ability to apply creative initiative in PTW analysis, tools, methodologies, and practices. The successful candidate will have a record of success in building support, motivating others, promoting teamwork, fostering open communication, establishing trust, and showing adaptability.

This role requires strategic and critical thinking, exceptional problem solving and the ability to conduct sophisticated research through the implementation of leading edge digital technologies. The individual will be required to prepare thoughtful analyses that will influence decision making on multi-billion dollar procurements and analyze critical customer evaluation criteria (including schedule, cost, risk and price). This role will help to guide the capture teams to assess Raytheons market position and determine strategy alignment, to maintain and build upon Raytheons competitive edge and increase our probability of winning (Pwin).

Major Responsibilities Include:

Cultivate, develop, and institute best PoTW practices across the enterprise

Partner with Capture Managers to develop independent PoTW assessments for RMD Pursuits

Gain concurrence with capture team while maintaining independence.

Employ a variety of PoTW methodologies to develop estimates of prospective competitor offerings using cost and statistical modeling tools to effectively capture key information

Utilize competitive intelligence to develop a competitive bid strategy recommendation

Establish an experience based track record of competitor bid behavior to enable adequate evaluation of competitor bid approach on major pursuits

Brief Pursuit, Mission Area, and Business Senior Leadership on Position to Win and bid strategy recommendations

Use cost modeling tools to effectively capture key information that leads to devising and recommending bidding strategies and PTW recommendations to effectively compete against competitor's predicted proposed pricing

Must be able to gain "buy-in" with the capture team. Strong presentation skills and executive influencing is key to success in this position

Leverages and maintains extensive internal and external network to identify new competitive intelligence

Required Skills, Experience and Education:

BS/BA degree from an accredited university or college

10+ years of experience

Has experience developing and articulating PoTW, price strategy, risk mitigation, and competitive landscape with executive leadership and provides sound pricing recommendations for capture teams

Ability to comfortably lead consultative sessions and out-briefs with senior leadership

Experienced in developing effective relationships with internal and external customers

Ability to perform complex analysis from disparate data sources

Demonstrated effective presentation skills and executive influencing

Strong knowledge of acquisition process for proposals (ie; RFP, Capture, Competitive Intelligence)

Able to work collaboratively across organizations to resolve problems and achieve results under extreme time pressures and in very visible and impactful circumstances

Must be a self-starter, well organized and able to multi-task

Outstanding interpersonal and leadership skills that mobilize teams to work well together and persevere in a demanding and stressful environment

Active Secret Security Clearance (DoD), or ability to obtain within a year of service

Desired Skills, Experience, Education and Attributes:

Masters Degree from an accredited university or college

Formal capture manager training and accreditation

Possess an in-depth understanding of position to win, from either commercial or defense

Honest, forthright & trustworthy and demands same from associates including external partners

Understand current technology, engineering disciplines, rapid development of high level architectures, and architecture costing

Maintain a perspective on world events, the defense industry, customer demand trends, and competitors strategies

Perform as part of a strong team known for being change agents within the organization, including synthesizing intel using data analytics and giving constructive feedback to peers in a group environment regarding assumptions and analyses

Strong familiarity with Raytheons major competitors along with demonstrated competitive wins, and with associated competitor/industry knowledge.

Strong knowledge of Raytheon Capture Management processes and procedures

Experience with parametric cost modeling tools, such as SEER-H and SEER-SEM. Experience with cost estimation tools such as Crystal Ball or @Risk.

A strong background in proposal management and development, cost and technical volume writing, BOEs, and reading/writing/responding to RFIs and RFPs is essential. Understands customer missions

Maintains a point of view on aerospace and defense trends, market activity and the competitive landscape

Familiarity with the federal acquisition process and the full business development lifecycle for US federal contractors
