Job Description:

Torch Technologies is seeking a Deputy HR Manager. Under the supervision of the HR Director, this position will be responsible for assisting with the development, implementation, and administration of best practices in HR management. The right candidate will demonstrate a combination of strong business acumen and HR functional knowledge to assist in the development of HR strategies to support organizational success, to include but not limited to, managing, and developing staff to support organizational needs, maintaining an employee-centric culture, and achieving corporate objectives.

Responsibilities:

* Assist in leading HR practices and objectives that provide an employee-oriented, high-performance culture that emphasizes ethics, quality, productivity, attaining goals, and the recruitment and ongoing development of a superior workforce nationwide in an employee-owner centric environment.
* Assume management responsibility for activities as assigned by the HR Director to include but not limited to talent acquisition management, employee development, staffing and processing operations, compensation, leave, workman's compensation, employee relations, employee retention, HRIS, performance management, benefits, and employee-owner engagement.
* Implement HR policies and procedures and support best practices to establish positive employer/employee-owner relationships; as well as investigate and mediate employee-owner and/or corporate concerns.

Other Essential Functions

* Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
* Creates learning and development programs and initiatives that provide internal development opportunities for employee-owners.
* Oversees employee disciplinary meetings, terminations, and investigations.
* Maintains compliance with federal, state, and local employment laws and regulations and recommended best practices; reviews policies and practices to maintain compliance.
* Work closely with government agencies as required.
* Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
* Participate in leadership and staff development that corresponds to the strategy and objectives of the organization.
* Interact with subordinate supervisors, outside customers, and functional peer groups at various management levels. Interaction normally requires the ability to inspire and gain cooperation of others through effective communication, to conduct or aid other in conducting presentations or to exchange information.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as desktop & laptop computers and smartphones. Experience with Microsoft Office products a requirement, experience with Deltek Costpoint and other HR related tools and resources a plus.

Position Type/Expected Hours of Work

This is a regular full-time position. Regular days and hours of work are Monday through Friday, 8:00 a.m. to 5 p.m. This position regularly requires extra hours and weekend work.

Travel

Travel is primarily local during the business day, although some out-of-state and overnight travel will be required.

Job Requirements

Required Education and Experience

* Bachelor's degree in Human Resources or related discipline required. A minimum of 5 years of direct HR experience required including at least 3 years of management experience including the direct supervision of Supervisors and Managers.
* Demonstrated ability to partner effectively and positively influence the decision process.
* Excellent verbal and written communication skills

Preferred Education and Experience

* SHRM Certified Professional (SHRM-CP), or HRCI SPHR or PHR credential desired
* National recruiting experience a plus
* Experience in administering benefit and training programs for different business lines a plus
* 2 years or more experience in a government services contractor environment a plus
