Reporting to the Senior Manager of Proposal Development within AR's Strategy & Business Development (S&BD) Center of Excellence (CoE), this critical role is accountable for using Capture Plan elements to prepare an effective Proposal Plan and Proposal Strategy, then leading the proposal team in developing a highly competitive, winning-level proposal. Proposals will involve AR and customer proprietary, firewalled, classified, ITAR and EAR, and other sensitive information. This is a highly networked position that includes partnerships and business alignment with Capture Teams and other functions across the business.This position can be filled at this level or one level higher. Preferred hire/work location is Huntsville, Alabama. May also be filled at the Canoga Park, California site. Majority of proposal management assignments will be for strategically important, medium-to-high value ($50M - $1B) domestic competitive new business or follow-on solicitations from U.S. Government (USG) agencies and Prime contractors (e.g., Boeing, Lockheed Martin, Northrop Grumman and Raytheon), including Request for Information multi-volume responses. Position primarily leads Defense Business Unit (BU) proposals, however, Space BU proposals may also be assigned, depending upon enterprise priorities.(25%) Pre-Proposal Planning & Preparation: This position proactively interfaces with business development and capture managers to understand, prioritize and plan for forthcoming proposal assignments. Must be able to: Estimate, secure and effectively manage proposal budgetsProactively identify need for, and secure, external consultant proposal support Proactively identify proposal team members with necessary experience, skill sets and subject matter expertise; secure their commitments to participate Transfer Capture Plan information effectively into the proposal process Prepare Proposal Plan with all elements necessary to effectively lead the team and manage the process Ensure that a draft Executive Summary is prepared and a Price-to-Win (PWin) target/range is established (both by Capture Manager) Ensure comprehensive proposal readiness, including pre-proposal efforts that effectively implement the win strategyChampion proposal professionalism and skills acquisition among team members (55%) Proposal Development: Proposal development responsibilities include: Develop and maintain effective customer interfaces within the S&BD organization and participating COE's Conduct effective Main Proposal Kickoff and Pricing/Cost Kickoff meetings, communicating all necessary information and assignments in a manner that informs, orients, inspires and energizes the team Align collocated or virtual proposal participants to become a smoothly operating teamInvolve BU senior leadership at key phases of the proposal to ensure alignment; provide status and reporting, including immediate notification when critical issues emerge or additional resources are requiredLead daily proposal tagup (standing) meetings, conveying necessary information, status and resolving issues and resource needs in an effective mannerStrong, leadership-level knowledge of the technical solution and program elements. Able to effectively work with engineering, program management and other discipline leadsUse an effectively tailored industry/company-standard proposal process and best practices (e.g., storyboarding, JIT training) Review and read completed proposal sections throughout the proposal development process, ensuring compliance with solicitation requirements and that the proposal meets or exceeds evaluation criteria In close partnership with the Capture Manager, ensure timely, effective color team reviews (e.g., Pink, Red, Gold)Strong grasp of all elements that go into cost/pricing effort, including refinement of cost-related elements to meet PWin targetLead or participate in Gate, Functional and Executive Level Reviews to successful approval Deliver compliant, responsive, error-free, professional quality, winning-level proposals within customer-defined timeframe(20%) Post-Proposal: Post-submittal responsibilities include: Capture post-submittal proposal team lessons learned to identify trends and implement corrective/improvement initiatives to improve the proposal processParticipate, as requested, in any customer-requested post-submittal activities (e.g., site visits, surveys, questions or deficiency or other evaluation notices) and debriefsLead proposal team in preparing a Final Proposal Response (FPR), if requested Capture proposal process health metrics for periodic review and issue Market Feedback Analysis (MFA) surveysWork with capture manager, providing relevant information to support a Win/Loss analysis, when requestedThe candidate will have a Bachelor's degree in an appropriate discipline and six (6) years of progressively responsible experience in a directly related field, or an equivalent combination of education and experience. Demonstrated experience-developing relationships with internal and external customers while creating and guiding highly effective proposal teams Excellent performance in organizing and motivating diverse teams to come together as one in the pursuit of winning Demonstrated ability to work collaboratively across a large distributed business, managing diverse tasks, requirements, and competing commitments Responds efficiently/effectively to time-critical requirements with exceptional results; record of successfully interfacing with BD disciplines and varied levels of leadership Exceptional verbal and written communication skills Highly skilled in the utilization of MS PowerPoint, Excel, and Word Current DoD Secret or able to obtain a clearanceDesired Qualifications: Experience within DoD and/or Federal Government acquisition environment or relevant certification from the Defense Acquisition University Graduate degree from an accredited university or college in a relevant area of study Proposal management certification (e.g., APMP, Shipley, company internal) Extensive proposal management and process training (e.g., Shipley, SM&A, Lohfeld)Project Management certification from Program Management InstituteMay be required to obtain and maintain a U.S. Security Clearance at the appropriate level. Requires U.S. Citizenship, U.S. Permanent Residency or other status as a U.S. Person. Must be able to satisfy federal government requirements for access to government information, and having dual citizenship may preclude you from being able to meet this requirement.Being fully vaccinated for COVID-19 is a condition of employment at Aerojet Rocketdyne.
