Resource Efficiency Manager (REM) III --- Energy Resiliency and Sustainability Huntsville, AL Active Secret Clearance Required to Start @Orchard LLC is supporting a federal contractor client in their search for a Resource Efficiency Manager (REM) III to work on task with the Army Materiel Command (AMC) in Huntsville, AL, in the area of Energy Resilience and Sustainability. The REM will help equip Government personnel with the knowledge needed to make informed decisions in support of current Army energy policy execution, development of new plans and procedures, and implementation of future centralized energy program management endeavors. Areas requiring support includes assistance with collecting, processing, and analysis of energy performance data, conducting assessments to identify security/resilience gaps, maintenance of installation energy assurance and resiliency plans, and recommending concept projects utilizing Military Construction (MILCON), Energy Resilience and Conservation Investment Program (ERCIP), Facilities Sustainment, and Restoration Modernization (FSRM), and third-party financing funding to address resilience requirements across the AMC enterprise. As the Resource Efficiency Manager (REM) III, your responsibilities will include: Planning, policy development, providing solutions to support energy resiliency and readiness for the warfighter. Identifying project opportunities to address energy security and resilience deficiencies at priority installations. Maintaining a robust pipeline of projects, conducting studies and assessments to identify resilience gaps and determining solutions to meet installation energy security and resilience requirements. Developing and implementing projects to address energy security and resilience requirements at Army Installations. Development of energy resilience projects shall include engineering expertise on technical solutions, financial analyses and evaluation of acquisition and funding mechanisms. Coordinating with relevant Army components, USACE, DoD services, and other Federal, State, private industry, as needed for the identification, assessment and development of projects. Identifying funding sources to implement energy security and resilience projects at installations. Continuing to build the AMC database of project attributes/characteristics and link to data visualization tools for standard reports and adhoc analysis. Ensuring third-party financed energy investments within the AMC Portfolio are performing as guaranteed or planned. Tracking project performance metrics and providing feedback annually on improvements to metrics. Achieving top of mind awareness and support of the Army Energy Program with key audiences and stakeholders to include Congress, Army, DoD, Energy and Finance industries, state and local governments, and the public. Building and maintaining trust, confidence and active support for the Army Energy Program with key audiences. Demonstrating the Army Energy Program's national leadership influence in energy resilience, and establishing its recognition as a force in the marketplace. Supporting the analysis and review of potential energy resilience project opportunities being explored by Army installations or other Army offices. Reviewing of such projects may include technical and financial analysis of ESPCs, UESCs, ERCIP, PPAs, grants and other potential energy resilience project opportunities. Support for these assists may be requested by installations, landholding commands, USACE and other Army offices and shall include a written summary of the analysis. Providing services as required, but not limited to, designed to meet the needs of AMC project and program teams in coordination with federal government representatives within ASA IE&E. Supporting meetings, working groups, data calls. Tracking GHG and emissions, energy/ water usage, types of energy used, renewable energy technologies installed on installations and garrisons and their status, and tracking Net Zero, exploration of advanced and new technologies. Development of energy resilience projects; defining energy resilience metrics; outreach to Installations. Your Background should include the following Skills, Experience, Education and Credentials: Bachelor---s Degree in Engineering and 5 years of experience OR a degree in related field and 10 years of energy experience, or an equivalent combination. An active Secret clearance is required to start. Proven performance in military engineering and/or energy management including an in-depth knowledge of Army organizational relationships, installation operations, and policy Knowledge of Federal/DoD acquisition, procurement, environmental laws and regulations, and approval procedures related specifically to approvals and procedures for awarding projects on Army land/installations Experience with energy auditing, project development, life-cycle cost analysis, and building/facility operations Understanding of project programming, funding, and implementation at Department of Defense installations Experience supporting the development and implementation of energy efficiency and renewable energy project using alternative financing mechanisms, including ESPC, and UESCs Must have expert system experience in Excel, Power Point, Word, Adobe, and Outlook Strong verbal and written communication skills Proven organization and project management skills Critical thinking and decision-making skills coupled with strong analysis and problem-solving skills Self-starter, driven and able to work with limited direction under target timelines Collaborative personality enjoys and able to work effectively in a team-oriented environment Adaptability and comfort working in a fast-paced and sometimes unstructured environment Ability to analyze data, make decisions and solve problems daily Preferred Requirements for Skills, Experience, Education and Credentials Certified Energy Manager (CEM) certification is strongly preferred. Documented ability to achieve substantial energy and maintenance savings in facility management. Demonstrated ability to develop an energy and maintenance baseline.
