General Responsibilities:
Develop, implement and manage various projects related to civil and
infrastructure systems on the organization's facilities and
equipment, including sources of supply, filter plants, pumping
stations, storage facilities, wells and reservoirs.
Responsibilities will include capital project delivery from
inception to completion, including preliminary conceptual
development, detailed engineering design with the support of
external engineering consultants, construction cost estimation,
procurement, construction administration, supervision and
inspection, startup and commissioning, and project close-out
documentation delivery, including as-built plans, O&M manuals,
and SOPs.
Essential Job Functions:
- Prepare preliminary, engineering, and detailed cost
estimates
- Project budget development, cost tracking and expenditure
forecasting Track and report on project expenditures to ensure
alignment with budget and prioritize projects based on available
funding and risk assessment
- Manage several projects simultaneously, ranging in scope from
small to large Manage the design either internal or external and
construction of assigned projects
- Prepare bid documents and coordinate procurement with
Purchasing department
- Manage pipe condition assessment projects
- Provide engineering support to the executive team during
emergencies on and off-site, including large main breaks, inclement
weather, drought, and other emergencies
- Participate in master planning efforts of existing systems and
new acquisitions
- Prepare short-term and long-term capital improvement plans for
new acquisitions and prepare valuations of systems based on due
diligence site visits and condition assessments to formulate bids
for purchases
- Communicate regularly in written form email, memoranda,
reports, status updates, etc and verbally group meetings, in-person
and virtually, and internal and external presentations
- Assist the chief engineer with the organization's management,
implementation and capital program delivery
- Manage capital projects independently along with other
projects
- Facilitate and perform constructability reviews for projects
designed internally or externally
- Work directly with the departments to understand their needs in
meeting operational, compliance, and health &safety
goals
- Coordinate with the chief engineer to ensure the focus of
capital project planning meets the medium and long-term needs of
the organization
- Develop reports for regulators and internal or external
customers
- Apply for permits through city, county, state and regulatory
agencies ie, ADEM; visit and inspect work sites
- Perform site erosion control inspections and ensure compliance
with guidelines and permitting agencies
- Read and decipher regulations and industry codes, eg, AWWA,
OSHA, ASTM, ANSI, and explain the requirements of same to
others
- Perform all work safely in accordance with established safety
policies and procedures Comply with all safety and health standards
and guidelines issued by management
- Perform other duties as assigned.
Education:
Bachelor's degree in Engineering from accredited University or
related field required. Advanced degree preferred.
Certifications
- Fundamentals of Engineering (FE) license required
- Valid Driver's License required
- Certification as Engineer Intern and Professional Engineering
License preferred, but not required
- Project Management Professional (PMP) certification
preferred
Experience:
Eight (8) years of experience in engineering design, construction
and project management required. Project Manager and Team Lead
experience required. Knowledge of multiple processes and
engineering disciplines to successfully address complex projects or
challenges, such as leading a response to an emergency. Experience
with capital project proposals or identifying other work to benefit
the organization and its customers. Experience in managing and
adhering to project budgets and schedules. Experience in civil
construction and inspection in concrete, steel, soils, paints and
coatings, piping, etc. Experience with Microsoft Office Suite
(Word, Excel, Project). Excellent analytical, organizational, and
interpersonal skills.
Supervision:
May supervise, plan, organize, schedule, assign and evaluate the
work of paraprofessional and technical employees.

- Ability to stand, walk or sit for extended periods
- Reaching by excreting hand(s) or arms(s) in any
direction
- Finger dexterity is required to manipulate objects with fingers
rather than with whole hand(s) or arm(s), for example, using a
keyboard
- Communication skills using the spoken word
- Ability to see within normal parameters
- Ability to hear within normal parameters
- Ability to move about significantly on construction sites,
climb ladders and ladderways
- Ability to lift 25 pounds
Working Environment:
- Moderate noise (business office); loud noise visiting worksites
in proximity to construction work
- Work indoors and outdoors, exposed to extreme hot/cold/wet
weather conditions and hazardous chemicals.
- Work with pilot scale treatment and benchtop lab equipment with
provided training.
