Description:
Provides advice. guidance, and the preparation of cost
estimates/budget estimates within assigned major area.
Determines basic program objectives and guides the
preparation of resource plans and budget submissions for
program proposals to reflect allocation of resources
needed to achieve program objectives. Recommends and
justifies the need for additional resources and/or
reallocation of approved resources. Defends programs to
higher headquarters. Coordinates preparation of impact
data for adverse budget decisions. Recommends program
realignments in decrement actions. Oversees the
translation of long-range plans, objectives and
schedules into fiscal year program and budgets
reflecting complete programming for the mission area.
Reviews and integrates requirements submitted by
subordinate elements. Guides the development of current
and out-year fiscal budgets and programs, and ensures
the establishment of control points for timely execution
of program. Programs and funding are unstable and
subject to change throughout the budget year, which
necessitates making frequent adjustments to budget
estimates, requiring reprogramming and/or revising
budget submissions during the year of execution.
Provide in-depth technical and business management
expertise for Army s accounting system ,General Fund
Enterprise Business System (GFEBS), including, but not
limited to, specialized business process development,
application training, database manipulation,
troubleshooting and critical production function issues.
Provide support and assist in financial management
planning and budget development activities to include:
preparation and review of financial reports; financial
execution/obligation tracking, analysis, and
goals/objectives development; monitoring and
facilitation of payment processing; budget preparation
and execution support; financial/budgetary data
collection and analysis; financial auditing; managerial
accounting support; and development of
financial/budgetary software, databases and related
systems. Support and assistance also include, but are
not limited to, cost estimating/analysis efforts and
projects such as independent cost analyses,
program/project estimates, should-cost studies, and
cost/technical risk evaluations and management.
Coordinates the preparation of special and recurring
reports covering all aspects of the program as required
by higher echelons. Reviews reports, as required, to
assure conformance to policy and consonance with data
previously released by directorate personnel. Prepares
or provides guidance to divisions in preparation of
directorate briefings/documents or decision papers.
Conducts briefings, participates in meetings, and
provides advice and assistance to management.
Requirements:
Masters degree in Business, Finance, Accounting or
similar discipline with 10-15 years related experience.
* Possesses a comprehensive knowledge of and
experience in all phases of the Army Planning,
Programming, Budgeting, and Execution (PPBE)
process.
* Experience in developing input to Program Budget
Advisory Committee (PBAC) submission, Army or
service Program Objective Memorandum (POM), Budget
Estimate Submission (BES), Program Budget Decision
(PBD), and Major Budget Initiative (MBI) cycles.
* Knowledge of and experience with GFEBS-related
transaction codes in order to locate and analyze
data pertaining to the budgets for major
multi-mission programs and systems.
* Knowledge of and experience in preparing Commander s
Program Assessment (CPA).
* Knowledge of the budgetary policies, precedents,
goals, objectives, regulations, and guidelines of
the employing component which apply to assigned
organizations and program; the sources, types, and
methods of the funding for assigned organization and
programs; and budgetary and financial relationships
between the assigned budgets and programs.
* Qualified applicant will have good communication
(oral and written) skills and the ability to
establish and maintain a close relationship with
internal and external customers as well as work
independently and take a proactive role to assure
that items are completed on or ahead of schedule.
* Candidate must be proficient in Microsoft Office to
include Word and Excel.
* Position requires the candidate meet requirements to
obtain a final secret security clearance to access
classified information. Inability to obtain a
security clearance will result in candidate being
ineligible for this position.
